Rules

INTRODUCTION AND GENERAL PROVISIONS
By visiting the “Echelon” server or any of our other projects, you automatically agree to our rules and the Discord privacy policy terms.

Our commonly accepted rules of behavior, friendly communication, and mutual respect apply to all members of our gaming community and all voice, text chats, including Discord, social media, forums, in-game channels, and servers.

All users and players of "Echelon" are required to follow all server rules without exception.

The server administration reserves the right to change the terms and rules of this server at any time with a subsequent announcement in the dedicated channel on Discord.

In all conflict and disputed situations, the administration will always seek a compromise and make decisions that will primarily benefit the entire server and our gaming community.

The administration is not responsible for the quality and functionality of the game itself or the presence or absence of certain in-game features.

The administration is responsible for its actions within the scope of its project and is able to acknowledge its mistakes.

If something is unclear or you have questions regarding one or several points of the rules, please seek clarification through the ticket system.

Any exceptions to the rules can only be granted by the server administration and are subject to its mandatory approval. Attempts to independently find exceptions and use loopholes or workarounds to violate the rules will be considered a serious violation.

Repeated non-compliance with the rules may result in increased penalties, including fines, temporary chat bans, etc., depending on the severity of the violation.

Anything not explicitly stated in the rules is not prohibited.

COMPENSATION FOR LOSSES

We understand that technical issues sometimes occur, but we are not responsible for the game’s development and cannot restore items under any circumstances of loss, regardless of the cause—be it game-related problems or server issues. In such cases, we advise you to contact the developers directly.

However, as a gesture of loyalty to our players, we can assist in recovering a vehicle that has been affected by technical malfunctions (glitches, bugs, server disconnects, etc.). To do this, please use the ticket system—each case will be reviewed individually.

Please note that vehicles lost through gameplay (death, raids, a car in the water, a car without doors at a trader, etc.) will not be returned. These moments are part of the game mechanics, and the safety of personal loot is the responsibility of the player.

The administration will not return vehicles lost during a server restart. Please pay attention to the server restart schedule.

BASIC RULES

1. Personalization

The choice of nickname, avatar, and profile content is the exclusive right of the user, but there are certain restrictions and prohibitions.

1.1. Impersonating other participants or server staff through nickname, avatar, or user profile is prohibited.

1.2. The nickname, avatar, and user profile must not contain a website address or an implied hint if they are published for selfish purposes or if their content can cause physical and/or moral harm to other users (e.g., spam, virus, phishing, propaganda, case resources, etc.).

1.3. The use of signatures, symbols, or slogans in the nickname, avatar, or profile that may be ambiguously perceived or interpreted is prohibited. Example: types of fascist swastikas, promotion of drugs and terrorism.

1.4. Your nickname or its lexical meaning violates commonly accepted moral and ethical standards or is offensive or provocative to other server participants.

2. Communication

We understand that in PvP games, conflict between players is an inherent part of the game, and we strive not to interfere with the gameplay. The role of the administration is to restrain players’ actions within the framework of fair play and “sportsmanship.” However, each player is required to adhere to the communication rules.

2.1. Direct advertising, posting links, or recommending services or other projects is prohibited if they are published for selfish purposes or if their content can cause physical and/or moral harm to our community or other users (e.g., spam, virus, phishing, propaganda, etc.).

2.1.1. Mass sending of personal messages is prohibited (such actions are considered spam).

2.2. The discussion, use, production, or advertising of drugs and psychotropic substances, as well as photos and videos on this topic, is prohibited.

2.3. It is strictly prohibited to encourage or urge users and players to break the rules or provoke conflict.

2.4. While emotional expressions are part of the gameplay, personal insults, hate speech, discrimination based on any grounds (race, gender, orientation, religion, health, nationality, etc.), and any forms of threats to the real life or health of players are prohibited.

2.5. It is forbidden to publicly accuse other players of violating the rules or to spread false/defamatory information about them. To report violations, use the ticket system in Discord.

3. Behavior with the administration

Please note that personal communication with the administration does not reflect the official position of the community. All official responses are provided only through tickets, and personal conversations reflect only the opinions of individual people. Additionally, we would like to emphasize that abuse of administrative powers and interference with the Scum gameplay are not permitted. Please, if you suspect any administrator is abusing their duties, create a ticket or contact the server owner.

3.1. Inadequate and/or unsubstantiated criticism of the Administration's actions in public text, voice, and in-game chats is prohibited. If you believe that an administrator is exceeding their powers or not fulfilling their duties, please contact us through the ticket system in Discord.

3.2. Do not insult the administrators. They are here on a voluntary basis to ensure a fair and enjoyable game for everyone.

3.3. Neither the administrators nor the project owner respond to private messages. Please use the ticket system in Discord.

3.4. Accusing administrators of abuse without evidence is prohibited. False accusations will lead to a temporary ban.

4. Fair and sportsmanlike gameplay

4.1. We take fair, healthy, and enjoyable gameplay very seriously in all projects, including our SCUM server, so the use of bugs, dupes, and exploits is prohibited.

4.2. The use of cheats, additional programs, or macros that provide any advantage over the opponent or devalue your allies is also strictly prohibited.

4.3. The use of VPN is allowed only with the approval of the administration. Please contact through a ticket.

4.4. The entire squad is responsible for having a cheater or malicious player in the team.

All money or loot accumulated through game or server bugs and not reported to the administration will be immediately confiscated upon discovery.

After violating one of the fundamental game rules, the administration will inform the developers about your ban.

RULES OF THE GAME ON THE SCUM SERVER

5. Transport and vehicles

5.1. Each squad member is allowed to have one (1) unit of primary transport, regardless of its type: car, quad bike, tractor.

5.1.1. Each squad member is allowed to have one (1) unit of additional transport: bicycle, motorcycle, wheelbarrow.

5.2. Each squad can have only one (1) sea transport for the entire team.

• If a player exceeds the limit after hacking or capturing someone else's transport, they have 24 hours to sell or dispose of the excess transport.
• A vehicle, regardless of its condition and location (near the base or at any point on the map), is considered the property of the player if their trace leads to it.
• Any hacked transport is automatically considered yours until it is destroyed, sold, or captured by another player.
• If the limit is exceeded, a random appropriate transport may be removed.

5.3. Each squad can have only one (1) aircraft for the entire team, regardless of how it was obtained (bought, hacked, found, etc.). Having more than one aircraft in the team will result in the removal of all aircraft.

5.3.1. When purchasing an aircraft through the bot, spawning near or on the territory of an enemy base is prohibited.

6. Trade

Please note that trading between players is allowed within the game. All agreements and the failure to fulfill the terms of the deal are entirely your responsibility.

6.1. Buying services, loot, or anything else for real money is prohibited.

7. Base building

7.1. One flag per squad is allowed.

7.2. Any road may pass through your flag zone, but it must not be mined or blocked for free movement.

7.3. It is prohibited to place your flag zone on or near the following locations: military bases, bunkers, airfields, any factories, quarries, the scrap metal dump. There must be at least 200 meters between the flag zone and the object (including basements).

7.4. Exploiting boxes, cabinets, or other objects used for storage is prohibited. Loot must be accessible through a clearly defined path, such as lockpicking and/or explosions.

7.5. Mines are allowed only for the defense of your base within the flag zone.

7.5.1. It is prohibited to place mines on or near roads, even if they run through your flag territory (dead-end roads do not count).

• Mines are prohibited on paved roads (yellow on the map) and within the width of a Ranger car body from their edges.

• Mines are prohibited on dirt roads (white on the map), the width of which is equal to three transverse Ranger car bodies.

• Motion detectors and traps that do not harm the health of the character and their transport are allowed anywhere.

7.6. Building PvP bases near traders and the PvE zone is prohibited. The distance from the flag's zone to such locations must be at least 200 meters. If a flag is placed in the PvE zone, its perimeter must not extend beyond its borders.

Building in the PvE zone near the trader is allowed, provided that your flag area does not overlap with the trader's walls or the airstrip.
Please note: crates and vehicles left within the trader area (green circle) will disappear after 2 hours, according to the server settings.

7.7. If the overall integrity of the base elements drops below 20%, the flag will be automatically destroyed to free up space for others.

8. PvP and PvE zones

We remind you that in red areas within the PvE zone, PvP is only allowed with melee weapons.
Players residing in the PvE zone are fully responsible for their boxes, vehicles, and other items, even if they are in your flag zone. Build walls, hang locks, hide your boxes, and park your vehicles safely.

8.1. PvP players are prohibited from hiding their boxes/cars in green zones (both PvE territory and traders) or transferring their loot to PvE players for storage.

8.1.1. Any players can store their transport at traders (B4, C2, A0, Z3-Z2) for no longer than 2 hours.

8.2. Construction inside civilian houses, apartments, or other NPC buildings is prohibited in both PvP and PvE zones.

8.2.1. Locks may be placed on NPC buildings only within PvP territories, and solely for temporary purposes such as storing a vehicle in a garage, securing loot, or performing tactical maneuvers during combat. Other players have the right to break the lock and take what they want. Excessive abuse of this rule will be penalized. In PvE zones, placing locks on any NPC buildings is strictly prohibited.

8.3. In the PvE zone and at the PvE trader (green zones), stealing other players' vehicles is prohibited. This means that at the moment a player enters or exits a vehicle, another player may take their place due to a game mechanic flaw or another bugged method.

However, for a vehicle to be considered intact and private, it must have the owner's lock and all doors. Vehicles without doors and a lock are not subject to restoration.

Other players have the right to push a car or any other vehicle to break into or destroy it. Therefore, you are solely responsible for its security. Build garages, fences, and other obstacles to prevent your vehicle from being pushed out or destroyed.

PvE players are recommended to note their vehicle's ID (Tab -> hover over the vehicle -> press Ctrl and take a screenshot) just in case of any disputes.

8.4. Griefing is prohibited as intentional actions that interfere with the comfortable gameplay of other players. This includes physical, visual, and audio actions perceived as exploiting game flaws, illogical in certain circumstances, or unfavorable due to server limitations for normal gameplay.

9. Raid rules and timing

We recommend that you treat opponents with respect as players. In PvP situations, do not take all the resources from a base until the very last item, to avoid ruining the enjoyment of the game. This will allow the player to continue the game with some resources and items. We hope for adherence to gaming solidarity (in the spirit of sportsmanship) and encourage not clearing other players’ bases down to the last screw.

9.1. Raid time daily: 17:00 - 23:00 Kyiv time (16:00 - 22:00 CET).

9.2. Any interaction (camping, disarming traps, destroying mines, etc.) is only allowed during raid time.

9.3. In case of suspected rule violations, cheating, or other offenses, the administration may intervene in the gameplay and stop the raid to identify the violator.

9.4. Raiding a base is allowed if you have a fully functional base with loot in the PvP zone, containing at least 150 elements. Everyone must have a chance to fight back.

9.5. PvE players are prohibited from taking any part in raiding a PvP base, whether direct interaction or assisting one of the sides.

9.6. "Zerg raid" with the complete destruction of the enemy base is prohibited. The destruction of enemy base structures must be justified.

9.7. Intentional "zerg" destruction of personal or enemy loot during a raid is prohibited.

9.8. Activating and reactivating mines or other traps on an enemy base is prohibited.

9.9. During a raid, it is forbidden to merge with another team. Only one squad can defend a base, and only one squad has the right to attack it. Any interference with or obstruction of another team's raid is prohibited. Thus, only two squads participate in a raid: the one defending its base and the squad attacking. For fair and competitive PvP on our server, anti-raiding is prohibited.

9.10. We kindly ask you to record the gameplay during raids, including team voice dialogues.
We do not intend to control your actions or playstyle but strive for fair resolutions in case of complaints and rule violations by either party involved in the raid.
Such recordings can be used for your protection. The recording should be provided only if there is suspicion of rule violations. The material will be available solely for review by the administration and will not be shared with third parties.
If you don’t know how to record, please contact the administration through the ticket system in Discord.

9.10.1 If you believe that rules were violated during a raid, the complaint must be submitted on the same day the possible violation occurred. Please refer to rule 2.6 prohibiting public accusations.

10. Other restrictions and prohibitions

10.1. It is prohibited to enter the server with a ping above 200.

10.2. Players with more than 2 blocked games in Steam are not allowed to play on our server.

10.3. Multi-accounts and twinks are allowed only within one squad. Players using multiple accounts must unite into one squad. This rule also applies to players playing from the same IP address.

10.4. "Stream sniping" is prohibited. The use of live streams or video recordings to obtain information about the location or actions of other players for the purpose of gaining an in-game advantage is forbidden.

We believe that stream sniping, i.e., using information from other players’ live streams to gain an advantage in the game, violates the principles of fair and honest gameplay. Therefore, we categorically do not support such actions and encourage everyone to adhere to fair play. At the same time, we recommend that streamers set a stream delay of 15 minutes or more, as it is very difficult to confirm or deny the fact of stream sniping.

11. Event organization and participation

General game rules are the foundation, but announced rules take precedence in case of conflict. As for participation, the event is open to all players, regardless of their play style, PvP or PvE. To protect players in case of a raid on their base, they will be automatically teleported to it.

11.1. Event participants must follow the administrator's instructions during the event.

11.2. Without administrative permission, entry to the event area and any interaction with participants or their inventory are prohibited for individuals who have not been invited or are not directly participating.

11.3. Any attempts at sabotage, abuse of game mechanics, violations of event conditions, or unauthorized kills (except as provided by event rules) are strictly prohibited.

11.4. Personal items or vehicles are prohibited from being stored in the event area. Remember that they may be broken or destroyed by other players.

11.5. Items and vehicles intended solely for use during the event are prohibited from being stolen, discarded, or hidden for personal use or transfer to other players outside the event.

11.6. To avoid losing personal items, please leave them at the base before teleporting to the event. After the event, you will be returned to your location.
